All these countries are much closer to the US, and they all have loads of beautiful women, I would say the cheapest would be Cuba, then Ecuador, then Colombia Venezuela and finally Cost Rica. It also depends on your personal tastes. I personally find northern South American women stunning (Cali, Bogota, Cartagena, Maracaibo, Caracas, Guayaquil) Though alot of guys like the Caribbean ladies. It just depends on your tastes.

Costa Rica is high on my list, and I've looked at Columbia as well, but I haven't been able to find good airfare to Columbia. I have ruled out Cuba because of the legal BS involved, not that I wouldn't like to see Cuba. Venezuela is a place I would love to go, but I'm not sure how well Americans are received these days, but the chicas for sure look hot. I have not looked at Ecuador, but I will. I have trips to BsAs planned for May and September and I'm planning a trip to Thailand in November, so this is just a little shall we say fill the gap trip.

Getting there: DR cheaper airfare and less travel time.
Beaches: DR hands down.
Chicas: BsAs, much more variety and better looking chicas. In the DR you have a choice between dark and darker. Now my dick is color blind but I like variety, and the ratio of "skanks" to "hotties" in the DR is about 10 to 1.
GFE: BsAs, three of us at the same DR hotel each bounced a chica out of our rooms in the same night. I think I have only bounced 4 chicas in 14 trips to BsAs.
Living conditions: BsAs is much better, when I was in the DR they had 3 or 4 power failures a day, and the country side is covered in an unbelievable amount of litter. I even had trouble getting a room with AC.
Food: BsAs has much more selection and better food, Hands down!
Safety: I don’t see cops walking around with shotguns and full auto rifles very often in BsAs, I did in the DR. I wonder why?

The DR vs. Brazil: My 2 Cents.
I prefer the DR to Brazil. Nevertheless, with a few exceptions (laws / norms regarding prostitution and police corruption) I don't believe that there is really that big a difference between the two. If you're looking for flirtatious sexy morenas with thin bodies and round culos, you can find them in both countries. After that, it comes down to three things.

I stayed at a very central bar called Rockys which was $22 per night. Was not quite what I wanted in quality, but could not find anything else with the location and Wi-Fi!
The only other option was New garden Hotel, but they could not fit me in for the duration of my stay. I could not be arsed to keep moving, so I stayed at rocky, and moved to new garden on last day. $45 per night!
Down to the nity gritty. Unlike BA Sosua ’s Action is all in one area, the main street is made up of bars, restaurants, and a variety of shops and estate agents.
There are two main bars that start getting lively about 10pm. These bars are just heaving with chicas of all shapes and sizes. In general chicas were in the price range of 1000 pesos ST. If they were good I gave them 1300pesos. I had several that stayed over night, but this was their choice, so I never negotiated LT. But I generally gave those 1500- 2000 pesos. ($1 = 31p) But being a brit with a strong £ I was getting 66p to £1.
There was also a miss conception that all DR girls are overweight, admittingly they have their fair share, but they also have some real slim spinners.
Meals in restaurants range from 150p – 500p. Beers 60p – 100p.

Imho, BA and Sosua are equal, they both have advantages and disadvantages. If flight times and prices were equal, I would have a hard time in choosing where to visit. BA massive advantage for me "No-Smoking!"
Also miss the Steaks!
One point that has not been mentioned so far is that, some black chick in Sosua, I had a hard time trying to get them to have a shower before fucking.
Even then they had beef burger arm-pitts!
Sosua is better in respects that I do not speak spanish, girls more approachable and more willing to barter. It is low season so not many gringos about!
