A large scale Prostitution Ring based in Montevideo was busted yesterday.
The ring used girls from a modeling agency in Buenos Aires that would lure the girls from BA to Montevideo and Punta Del Este.
The modeling agency's Argentine owner is on the run!
The girls were told that they would be modeling at high-end night clubs and would then arrive at large scale orgies where they had to have sex with the owner of the club or with many guys at the orgies.
The Agency charged up to $3000. 00 FUCKING DOLLARS per girl of which the girls would receive between $300 and $1000. 00 dollars.
One of the girls said that she was 17 and the owner (on tape) told her to say she was 18.
The Argie on the run is a fairly well known guy that use to date a famous model.

P. S. Some girls did refuse to participate but most of them did not have money to return to BA or just got sucked into it!
Add to this the Marita Veron case which is in the courts at this moment. (See: http://www.glamour.com/magazine/2009/04/why-did-this-happy-normal-girl-simply-vanish) and the whiplash from a few similar cases (a prominent judge accused of being the owner of a few departments where privados were run. And other not so notorious examples-) there is writing on the wall and it reads "privados are on their way out".
Maybe not tomorrow or next week but nevertheless in a more or less short time. The pressure on them to prove that the girls aren't forced into prostitution will be enormous and also that no one except the prostitute herself is making any money on the transactions.
Of course, this will not mean an end to the business. Just an end to the way it's offered. Probably more independents either working from their own apartments or offering their services on line. Don't forget the government put an end to the adds in newspapers some months back (rubro 69).
More streetwalkers? Maybe. This depends on how strict enforcement will be as it's illegal for prostitutes to offer their services on the street. More bars like Orleans or the old Exedra? Also an option as long as the owners are willing to take the risk of having prostitutes sitting in their bars and not being accused of pimping.
Madahos has been under investigation for a few weeks now for the same reason. Drugs, forced labour, human trafficking and an arm's length of different accusations. The owners will probably shake off all the accusations this time but there will be a next time and then another. How many times will the owners fight risking ending up in jail with stiff sentences? Maybe it will make more sense to end up changing from their actual business to selling media lunas and cafe con leche to office workers for breakfast. After all, a business is about making money either selling pussy or selling pizzas.
This government has a shitload on their plate at the moment but the public outcry for security is second to the economics. Last night all the heads of the drug enforcement offices of the Buenos Aires police were relived of their duties and new officers put in their place. Of course this won't put an end to drug pushing or to police corruption but its aim is to show Honest Joe that they are doing something about it.
The same will happen with prostitution. At the moment the public outcry is too great for the officials to ignore. Not only the locals but a lot of pressure comes from the US. Read the article about Marita Veron. The US embassy is very interested in the outcome of the trial.

However, due to Kristina's decree, I temporarily shelved my plans to start an escort website associated with AP, largely because of my assumption that if the Argentina government wanted to make an example by going after an escort website, what better target could they find than one owned / operated by an American?
Am I being too cautious?

That would defeat the idea of emulating the more popular Argentine websites in which their forum and their escort website are mutually cross-linked, i.e. the forum hosts the discussion and reviews of the chicas on the escort site.

Of course, the internet advertising was included so as not to be so obvious. Second, any law that can't be enforced is no law. Argentina doesn't count with many resources to investigate internet crimes but (and there is always a but) if they did even a minimum investigation just for public opinion a foreign culprit would be fantastic news. Remember the Peronists have always looked to blame foreigners as the ones to blame for all their fuckups.

TL, Prostitution hasn't been constantly legal since 1880's. There have been long periods of prohibition at various intervals since then. I have investigated the history of prostitution in Argentina and have published a number of articles in specialized publications.
The first ordinance related to prostitution was written on the 5th of January 1875 and not 1888 as you mention, but who really cares, those girls are long gone.
In 1934 all the brothels in the city of Buenos Aires were closed down and three years later. 1937, they were closed in the rest of the country applying law No 12. 331. The reason for this was public outcry which reached a peak in December 1930 leading to the abolition of prostitution on the 27th of March 1931. Of course, as things work in this country, it took till 1934 to enforce this prohibition.
The Ukrainian Jews you refer to weren't Ukrainian at all. The Zwi Migdal was a Polish Jewish organization that under the cover of a legitimate social / cultural association were dedicated to the traffic of mostly Eastern European women to Argentina for prostitution.
At the moment we are going through quite a similar situation. Kidnapping of young girls, drugs, the media full of stories about girls forced into prostitution and so on. These last couple of days, Carina Ramos, a prostitute from Black is all over the media denouncing having been forced into the job and the press is having the time of their lives. She reminds me a little of Raquel Liberman, the woman who finally denounced the Zwi Migdal putting an end to their exploitation. Carina looks as crazy as a bat but the point is the average Joe believes her.
Don't forget, the 'privados' came into existence in the mid or late 90's, first as 'saunas' and then openly as 'privados'.

I pulled the year 1888 out of my ass because it was close enough and I have not read the entire book on the history of prostitution in Argentina but it sounds very interesting.
