Another GSM service for you to consider might be CTI. I have used one of these pay as you go chips from them for the last 4 months or so. It works perfectly around Capital F. & within at least 1 hours drive all around. I presume that it should work fine all over AR, but I've not tried it out yet.
To obtain a CTI chip, you firstly need to buy the package which is inclusive of a phone at the cost of AR$199, then just throw the chip in your own tri-band mobile (like I did, but only if you prefer) and away you go.
I believe that Personal is somewhere around AR$0.70-0.75 per minute local - but with the advantage that you can buy the chip by itself for only around US$10, whereas CTI works out at somewhere around AR$0.50 per minute, but you have to buy the package mentioned above as they won't sell the chip by itself.
I'd check them both out before you buy for the best up to date deal.
