Your right. Purchasing a calling card would have been the easiest thing to do. I think I had the same problem my first time I rented an apartment in BA. The ability to call cell phones was somehow disabled. I still had a hard time figuring out how to use those calling cards. I found the locutorios are the easiest way to call the cell phones.
