I am quite sure that amantelondres is referring to the "north" as northern Argentina. As in Patagonia "recruits" their putas from the "north" of Argentina (San Miguel de Tucuman, Jujuy, Salta) is analogous to the fact that London "recruits" their putas from Kosovo, Romania, and Albania.
