100-200 pesos is probably a bit low for the Recoleta area. You might be able to get 200 at New Ports, but I wouldn't bet on it. I believe it's in the area of Junin and Vicente Lopez, catty-corner from the mall.

If you tell a taxi driver the cross streets, you should be able to find it. 3am is nothing in BA. You'll often find chicas at 5am sometimes! There are some really high end places around such as Black, but they'd be out of the budget you stated.
