Two sites I use often are:

I don't know if there is one for cell phone. Even if there is one, it would not be any good because cell phones don't stay in one location.

Either of the two are fine for land lines but there isn't any way to get info on cell phones. At least I mean there is nothing available to the general public!

I can't remember the website that allows one to type in a BA phone# and get an address & owner name (handy for privado & chica location) What is it?

Is there one that works for cell #'s?
