But IMHO, its just to ensure no locals or permanent expats and only rich tourists in a hurry who are not going to negotiate.

I think "well known hotels" means "expensive hotels where gringos stay." I think "no telos" means "no argentinos." I could be wrong. The security factor could be addressed by meeting for coffee in a public place to check each other out.

Of course, I also think "part time" and "student" mean hooker and hooker, but what do I know?

It's about control. They want to control things, it's their territory.
